In July 2004, the finance ministers and secretary general of China–Gulf Cooperation Council visited China, during their visit, China–Gulf Cooperation Council issued the news bulletin in Beijing. Meanwhile, the cooperation framework of economy, trade, investment and technical cooperation was signed to kick off the FTA negotiation. According to the agreement, China, along with the China-Gulf Cooperation Council would set up a joint council to start the bilateral economic negotiation mechanism. The agreement was also aimed to encourage bilateral economy, trade, investment and technical cooperation; to explore ways to promote the FTA; to encourage mutual capital circulating; to promote the exchange visits on trade and economic cooperation of both sides, and establish the joint council of economy, trade, investment and technical cooperation.
