To strengthen the capability of Lhasa in its protection, development and administration, and bring it on the track of more scientific and rational development, the primary and basic work at present is to conduct comprehensive investigation on the baseline of OLC so as to get deeper understanding of the economic and social development reality of old Lhasa city. Perfect completion of the investigation work is conducive to provide reference for government to draw up policy and strategy, conducive to set up better management information and finally make contribution to OLC protection and development. Up to now, Chengguan District has carried out the investigation, however, the present achievements is limited because the information collected is not sufficient.

In July 2007, statistics concultants , economic and infrastructure concultants were invited to conduct evaluation on the extant investigation result; In August, experts revised the survey plan on the basis of Tibetan requirement; In September, the survey plan received the approval of local implementation organization; through rounds of negotiation, sub-programme selected teachers together with some students from Tibet University to carry out this survey; In October, coordinated by programme officers from CICETE, PCISO finally selected Tibet University to conduct the survey; In November, experts went to TAR to conduct training for teachers and students of Tibet University; In December, the baseline survey was carried out. At present, the investigation is underway ， planned to be finished in March,2008.
